Request Summary (Agenda Caption):
title
Request for discussion and possible action to allocate a limited budget, not to exceed $574,254.83, to augment the staff with temporary employees to support the employee relations, compliance, and talent acquisition needs of newly elected officials transitioning into office.
end
Background and Discussion:
Historically, the Human Resources and Talent teams have assisted the incoming elected officials and staff with staffing, compensation, and organizational changes related to their transition, which results in limited capacity for the staff to complete their day-to-day operational functions.
Currently, HR&T has 14 positions in its Talent Acquisition team, 3 positions in its Employee Relations team, and 3 staff in its Compliance team. With the number of job separations and new hires expected with the changes in administrations, the department’s focus on those issues will result in major slow-downs or pauses of the work for other departments.
HR&T is requesting one-time temporary funding with the understanding that this is a midyear request. Because Commissioners Court was unable to fund the positions requested as part of the FY25 budget process, HR&T seeks to be as efficient as possible with county resources while still meeting departments’ requirements.
The temporary funds would allow HR&T to hire 8 HR professionals for 4 months of FY 25 using a temporary employment service.
Expected Impact:
By implementing this item, human resources support for transitioning elected officials will achieve measurable improvements in efficiency and effectiveness. Postings for transitioning offices will be generated, and applications will be processed within 24 hours of receipt, significantly reducing time-to-hire. Quality of hire will be enhanced by completing comprehensive needs assessments, robust candidate screenings, and offering targeted support for displaced employees. Key compliance and administrative concerns-including I-9 completion, FLSA classification, personnel file management, employee grievances, investigations, and leave administration-will be proactively mitigated, ensuring a smooth and effective transition.
Alternative Options:
The court can choose not to approve this item and face slow-downs or pauses in the work supporting other county departments.
