Background and Discussion:
On August 23, 2022, December 13, 2022, October 31, 2023, July 15, 2024, and September 19, 2024, Commissioners Court has approved agreements and amendments between Harris County and the Subrecipients listed above, allocating approximately $29M for the CCHP 2.1 Program. The CCHP 2.1 Program utilizes ARPA funding to provide housing interventions and increase permanent housing options with services that include rent and utility payments, case management and behavioral health services that aid vulnerable residents of Harris County, experiencing or at risk of experiencing homelessness due to the COVID-19 pandemic or its negative economic impacts.
The amendments increase ARPA funding and extend services to fully utilize ARPA funds by the December 31, 2026, Treasury deadline. The amendments between Harris County and the following subrecipients:
• A Caring Safe Place, Inc. for CCHP 2.1 Program will add $726,529.00 to the project budget for a total of $2,704,817.00 in ARPA funds and will extend services through December 31, 2025. Additional funds are needed to continue case management and rental and utility payments due to voucher pause.
• Temenos Community Development Corporation for Temenos Scattered Site will add $154,874.00 to the project budget for a total of $1,226,620.00 in ARPA funds and will extend services through December 31, 2025. Additional funds are needed to continue case management and rental and utility payments due to voucher pause.
• The Harris Center for Mental Health and IDD for CCHP 2.1 Mental Health and Substance Abuse Team will add $1,013,902.00 to the project budget for a total of $2,156,456.00 in ARPA funds and will extend services through December 31, 2026. Additional funds are needed to continue behavioral health support services to the Houston Harris County Continuum homeless projects.
• The Salvation Army of Greater Houston for PSH Preservation will extend case management and rental and utility payments through December 31, 2025, to fully expend budgeted funds.
• The Coalition for the Homeless of Houston/Harris County for Housing Services and Intermediary Monitoring Services will add $805,832.00 to the project budget for a total of $9,799,801.00 in ARPA funds and will extend services through July 31, 2025. Additional funds are needed to continue case management services that assist participants with housing stability.
• The Coalition for the Homeless of Houston/Harris County for Sole Source System Management will reduce funds by $1,477,285.00 for a total project budget of $10,026,435.00. The reduction of funds will allow needed funding for other CCHP 2.1 projects to continue their services.
• Civic Heart Community Services for CCHP 2.1 Program will reduce funds by $109,000.00 for a total project budget of $189,913.00. The reduction of funds will allow needed funding for other CCHP 2.1 projects to continue their services.
Expected Impact:
No new fiscal impact. $2,194,186 of HCD’s ARPA SLFRF funding is the amount this request is shifting and is now reallocated to the listed projects. The overall fiscal impact to the County remains the same at approximately $29M in ARPA SLFRF funds.
