Background and Discussion:
On September 13, 2022, Commissioners Court authorized evaluation consulting services as a subaward of the agreement with American Institutes for Research (AIR) under Job No. 210317. Since then, AIR has provided applied research and data analysis, management strategies, and other services for conducting a Comprehensive Program Evaluation of Homelessness and Reentry programs. Data analysis provided by AIR tracks progress that individuals and families are making in addressing barriers and preparing for stable life, even if they do not immediately obtain permanent housing.
On July 15, 2024, Commissioners Court approved a data use agreement for evaluation consulting services for the countywide homelessness and reentry assessment. This amendment will allow the evaluator to gain access to data needed to complete the evaluation of the Women’s Empowerment Center.
On October 30, 2025, Commissioners Court approved an amendment to the data use agreement with AIR to include variables specific to the Women’s Empowerment Center evaluation.
On June 11, 2026, Commissioners Court approved an amendment to the contract agreement with American Institutes for Research (AIR) for the evaluation of the Women’s Empowerment Center, extending the term through March 31, 2027.
Expected Impact:
This 90-day, no-cost extension will provide adequate time to complete both phases of the evaluation and submit a final report to Harris County after gathering feedback from the relevant stakeholders.
Alternative Options:
The evaluator would not have sufficient time to complete the evaluation and submit a final report to the County. The fully executed amendment is required to extend the evaluation period formally.
