Background and Discussion:

With a maximum census of twelve (12), the Youth Diversion Center’s structure will be consistent with the Texas Health and Human Services Commission (HHSC) crisis respite facility regulatory standards as operated by a Local Mental Health Authority. A legally authorized representative (LAR/guardian) will be required to consent for admission and all rendered services.

Individual and group skills training will be provided to aid in achieving person-centered crisis plan goals.   Supervision will be provided 24-hours per day by trained professionals, and procedures will be in place to prescribe, obtain, and administer medications for individuals as needed. The Youth Diversion Center will not be designed to prevent truancy and prohibits the use of locks, mechanical restraints, or other mechanical mechanisms to inhibit youth from voluntarily leaving the facility.

The Harris Center has current policies specific to youth residential units which will be used to establish preliminary processes; however, specific admission, expulsion, discharge, and exclusionary criteria for the Youth Diversion Center will be developed within 90-days of the program approval in collaboration with local law enforcement, Harris County Juvenile Probation Department (HCJPD), and the district attorney’s office.

Expected Impact:

Crisis respite will create a normalized environment, provide a venue for biological, psychological, and social interventions targeted at the current crisis, while fostering community and family reintegration.

The Youth Diversion Center projects to serve up to 600 unduplicated youth. Based on statistical analysis, approximately 85% served will identify as youth of color, and 83% will be classified as living

at or below the federal poverty level.
