Background and Discussion:
The existing East Richey Road is a typical 4 Lane concrete boulevard with 31' raised median within 100 ft ROW. The storm sewer trunk line is inside the median. To be consistent, the proposed typical section must be the same. The sidewalk can be installed behind the curb. There is no bus route along Richey Road. Construction of this project is being funded with federal pass-thru funds from Houston-Galveston Area Council (H-GAC) and managed by Texas Department of Transportation (TxDOT).
Expected Impact:
The project will reconstruct the existing 1.3-mile concrete pavement and provide a typical concrete pavement section from face of curb to face of curb with 6-foot-wide sidewalks and ADA ramps including raised median. The design proposes replacing the existing open ditches with an underground storm sewer system with inlets. The design considered roadway geometry requirements and constraints, detention and mitigation recommendations, environmental constraints, traffic control construction phasing recommendations, and recommendations for easements including temporary construction easements (TCE) and Unobstructed Visibility Easements (UVE) to minimize the need for additional ROW.
This project seeks to enhance drivability, pedestrian safety and provide drainage improvements within the project limit of East Richey Rd from Interstate Highway 45 to Grovedale Drive.
Alternative Options:
If no action is taken, the project may experience delays in improvements to East Richey Road.
