Background and Discussion:

The Selective Traffic Enforcement Program - Operation Slowdown (STEP-OpSlow) grant focuses enforcement efforts on reducing incidents of speeding and unsafe speed for conditions. The STEP-OpSlow enforcement period is approximately two weeks in late July and early August. HCSO’s overall goal of this program is to increase effective enforcement and adjudication of traffic safety-related laws to reduce fatal and serious injury crashes by conducting high-visibility saturation patrols within the Enforcement Zones.

The grant period for this award is July 15, 2026, through August 5, 2026.

Expected Impact:

The STEP-OpSlow runs concurrently with Texas Department of Transportation Speed Awareness campaign with the goal of reducing the number of automobile crashes, injuries, and fatalities in Harris County.

Alternative Options:

Not accepting this grant would forfeit the opportunity to receive funding to protect the citizens on Harris County roads. There were no alternative options identified.
