Background and Discussion:

It is recommended that the Flood Control District be authorized to apply for grant award funds from the HMGP to fund the construction of the Red Bluff Stormwater Detention Basin Project (B500-04-00-E004) in the Armand Bayou Watershed. HMGP funding is available because of the DR-4781 April Severe Storms disaster. The proposed B500-04-00-E004 Red Bluff Project will further reduce flood risk in the Armand Bayou Watershed. The Flood Control District plans to source the required local cash match ($1,627,500) from the Bond Program.

Expected Impact:

The proposed Red Bluff Stormwater Detention Basin project will further reduce flood risk in the Red Bluff area. The Flood Control District expects that this project will reduce the 100-year floodplain, removing up to 256 structures and 128 miles of roadway from the floodplain and lowering the water surface elevation for the structures in the floodplain. The Flood Control District will utilize its resources and applicable consultants during the design and construction phases of the project, as well as the management of the grant approval process in compliance with Harris County statutes, applicable laws of the state of Texas, and Policy regarding Federal Grant Awards.

Alternative Options:

The alternative is to not apply for the grant funding, wherein existing flooding risks remain in place, or the project will need to be entirely funded with local funding.
