Background and Discussion:

On February 21, 2023, Harris County Commissioners Court approved a Master Agreement between Harris County and Career and Recovery Resources, Inc. for the Homeless Response System project using $1,099,630.00 in General Funds for the provision of permanent supportive housing and associated supportive services to meet the gaps in the homeless response system.

On April 25, 2023, Commissioners Court approved a First Amendment to the Agreement between Harris County and Career and Recovery Recourses, Inc. to continue the provision of the services described above.  The amendment revised the Scope of Services and the Budget to decrease the General Funds and add Emergency Solutions Grants CARES Act (ESG-CV) funds.   The total project General Fund and ESG-CV allocation remained at $1,099,630.00.

On October 8, 2024, Commissioners Court approved a Second Amendment to the Agreement with Career and Recovery Resources, Inc. to decrease the General Fund allocation by $29,630.00 and update the Budget, which resulted in a new total appropriated funds amount of One Million Seventy Thousand and No/Dollars ($1,070,000.00).

The Third Amendment to the Agreement between Harris County and Career and Recovery Resources, Inc. for the Homeless Response System project will change the project term from November 1, 2025-October 31, 2026, to November 1, 2025-September 30, 2026 (11 months), to align future renewals with Harris County’s fiscal year.  The total General Fund allocation remains unchanged at $1,070,000.00.

Expected Impact:

No additional impact on the County, the General Fund allocation remains $1,070,000.00.
