Background and Discussion:
This agreement will provide temporary right-of-entry to the Flood Control District for construction of a stormwater detention basin along Jackson Bayou as part of the Flood Control District’s CDBG-DR program. This project reduces flood risk in the Jackson Bayou watershed and does not adversely impact downstream water surface elevations, adjacent properties outside of the proposed project limits, or receiving drainage infrastructure. This project occurs in the 2nd quartile under the 2022 Prioritization Framework approved by Commissioners Court.
Expected Impact:
This agreement will provide temporary right-of-entry using property owned by the San Jacinto River Authority (SJRA) to the Flood Control District for construction of a stormwater detention basin.
Alternative Options:
The alternative to approving this item would be use the access from Runneburg Road on the south of the project area, which would result in additional traffic control measures and slower project delivery.

Briefing Information for Leadership
1. Project Scope: The Jackson Bayou Stormwater Detention Basin (SWDB) project site consists of excavating a wet-bottom stormwater detention basin bounded by Runneburg Road on the South, San Jacinto River Authority Canal (SJRA) on the East, and Sacred Heart Catholic Church and School on the West, within the City of Houston in Harris County, Texas. Major work activities include off-site disposal of approximately 33,000 cubic yards of excavation for a wet bottom stormwater detention basin. The stormwater detention basin construction will consist of clearing and grubbing the site, turf establishment, outfall pipes and overflow weir, floatables collection screen, wingwalls at the outfall pipe and site grading. Project will also include the removal and replacement of an existing roadway guard rail for construction access, removal and replacement of an existing outfall downstream of the basin, a temporary access road along the SJRA Canal, traffic control, and concrete rubble removal through the site
2. Project Benefits This project reduces flood risk in the Jackson Bayou watershed and does not adversely impact downstream water surface elevations, adjacent properties outside of the proposed project limits, or receiving drainage infrastructure. The design removes inundation for 5 structures, reduces inundation depth for 16, clears 0.12 miles of roadway from flooding, and decreases the inundated area by 17.3 acres, resulting in a 0.07‑ft reduction in WSEL.
