Background and Discussion:

On December 19, 2025, Harris County Public Health (HCPH) submitted an application for funding from Adaptive Capacities for Transformation Houston Planning program. This grant, administered by the National Academy of Sciences Gulf Research Program, provides support for community-driven collaborations to help Houston communities prepare for disaster impacts and more effectively respond to consequences of disasters on health and resilience.  HCPH is requesting the court's permission to formally accept the award, which will support community-centered planning activities to enhance disaster preparedness across Harris County.

 

Expected Impact:

Communities experience varying degrees of risk during disasters, and vulnerability is influenced by a combination of social, economic, environmental, and infrastructural factors. With this award, HCPH aims to build on existing community networks to engage residents and local leaders in co-creating disaster preparedness and response strategies that can be adapted to the needs of specific neighborhoods, particularly those with limited access to resources.
