Background and Discussion:
Harris County issued a Request for Proposals (RFP) to select a qualified vendor to conduct an updated Disparity Study and provide enhanced program recommendations for the County’s Minority- and Women-Owned Business Enterprise (M/WBE) program, as well as potential Small Business Enterprise (SBE) program. The study is required under existing County policy prior to the June 2026 sunset of the current M/WBE program and is necessary to ensure legal defensibility and continued compliance with applicable law.
On February 12, 2026, the County approved the award to Colette Holt & Associates to provide such services for Harris County.
On May 14, 2026, the County approved the first amendment to adjust the study period for the disparity study to March 1, 2020, through September 30, 2025.
This amendment adjusts the deliverable schedule that includes a time estimate of the contract data analysis.
