Background and Discussion:

It is recommended that the Flood Control District be authorized to accept the grant award funds in the amount of $16,900,000 from the Texas Water Development Board from Texas legislative action (state Community Directed Funding) to fund the Poor Farm Ditch Conveyance Improvements (D111-00-00-C002).  TWDB funding efforts were led by Rep. Ann Johnson. This project has also received Congressionally directed grant funding assistance from the Federal Emergency Management Agency (FEMA) Legislative Pre-Disaster Mitigation (LPDM) program providing up to $9,886,000 for design and construction.  FEMA funding efforts were led by Rep. Lizzie Fletcher. The remaining cost of $4,500,000 would have to be funded using local funds.

The primary goal of the project is to avoid a failure of the existing channel by constructing an entirely new channel structure. The existing concrete channel is over 55 years old and has deteriorated at an accelerated pace, buckled at many locations and is well beyond its useful life. The project reach is within HCFCD ROW varying from 45 feet to 80 feet where encroachments have been constructed within HCFCD's easement, which have also induced loading conditions to the concrete channel. The project reach is situated between the cities of Southside Place and West University Place who are also the project partners alongside with oversight from the City of Houston.

Expected Impact:

This grant will provide funding assistance for the Poor Farm Ditch Conveyance Improvements (D111-00-00-C002) through design and construction. The Flood Control District will utilize its resources and applicable consultants during the design and construction phases of the project, as well as the management of the grant approval process in compliance with Harris County statutes, applicable laws of the state of Texas, and policy regarding federal grant awards.

Alternative Options:

The alternative would be to not utilize these State Community Directed Funding allocation.  Harris County Flood Control would need to utilize a different funding source to pay for this construction project.
