Background and Discussion:

The Parkway (Mobile Homes) Subdivision is located in Precinct 1, northeast Harris County, north of the intersection of Park Trail Drive and Tidwell Road. The subdivision is a residential mobile home neighborhood consisting of approximately 510 lots. The existing drainage system consists of a concrete curb and gutter which drains to a main trunkline drainage culvert that runs south and ultimately outfalls into HCFCD maintained ditch P122-00-00. The existing drainage pipe system is undersized and causes surface water to back up at the intake areas. This causes localized flooding at the intersections of the roads. Floodplains and Historical Flooding data show 307 homes reported structural flooding due to Hurricane Harvey. The proposed solution includes increasing storm sewer capacity in the existing systems, pavement replacement and constructing a wet bottom detention basin.

 

The change in contract includes the following:

 

The line items are adjusted to reconcile overrun, underrun quantities and add new line items to the project for completion of the proposed scope of work.

 

                     The increase of quantities for existing line items 11 and 47 for an addition in the amount of $85,857.00 and zero (0) days.  

 

                     The decrease of quantities for existing line items 94, 95, 96, 98 and 101 for a deduction in the amount of $90,997.69 and 0 days.

 

                     Added new line item 127 for Stub-in of existing 8in HDPE into proposed TYP C-1 inlet for an addition in the amount of $5,140.69 and 0 days.

 

The above additions and deductions result in a net change in the amount of $0.00 and 0 calendar days.

 

Expected Impact:

This project seeks to reduce flooding and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the Parkway (Mobile Homes) subdivision.

 

Alternative Options:

The County could elect to fund the requested task or choose to reject it. However, if not approved, the contractor will not be able to complete the scope of work.
