Request by the Office of the Purchasing Agent that the County Judge execute an amendment and the first of four (4) renewal options with Career and Recovery Services for additional funds in the amount of $482,050 and Houston Area Community Services, Inc. dba Avenue 360 and Wellness, $227,800 for permanent supportive housing and associated supportive services to meet gaps in the homeless response system for Community Services Department through October 31, 2023 (210124), MWDBE Contracted Goal: 0% - Specialized, Technical, or Unique in Nature.

Background and Discussion:
On October 26, 2021, Commissioners Court approved agreements with: 1) The Houston Area Community Services, Inc. DBA Avenue 360 Health and Wellness; and 2 )Career and Recovery Resources, Inc. for the Homeless Response System projects. The projects provide Permanent Supportive Housing (PSH) to meet the gaps in the homeless response system using General Funds. This is the first of four possible renewals.
The first amendments will: 1) revise Section 1. GENERAL SCOPE OF SERVICES, (I), 2) renew the TERM of the project under Section 3. TERM to October 31, 2023, and 3) revise budgets, Exhibit E, to carry out the project.
Expected Impact:
The Houston Area Community Services, Inc. DBA Avenue 360 Health and Wellness will utilize $1,099,000.00 and Career and Recovery Resources, Inc. will utilize $1,099,630.00 in General Funds to provide PSH and wrap around supportive services.
Alternative Options:
No other funding is available to fund this rental assistance and wrap around supportive services.
