Request by the Sheriff’s Office for approval to submit an application to the Texas Motor Vehicle Crime Prevention Authority (MVCPA) for grant funds in the amount of $255,150, with a required cash match of $51,030, for the FY26 MVCPA SB 224 Catalytic Converter Grant Program.

Background and Discussion:

Senate Bill 224 (SB) 224 provides that “The money deposited to the credit of the general revenue fund for coordinated regulatory and law enforcement activities intended to detect and prevent catalytic converter theft in this state… may be appropriated to the Authority for the activities required by this section.” To implement SB 224, the MVCPA is providing grants to local law enforcement taskforces and agencies to combat Catalytic Converter Theft. This grant will provide funding for the Sheriff’s Auto Theft Unit during the period of September 1, 2025, through August 31, 2026 to combat catalytic converter theft.

Expected Impact:

This funding provides financial support to law enforcement agencies for catalytic converter theft and crime enforcement teams (referred to as taskforces). Taskforces will develop organized methods to combat catalytic converter theft through the enforcement of law. This may include recovery of vehicles, clearance of cases, arrest of law violators, and disruption of organized motor vehicle crime. The grant would provide funding for the Harris County Sheriff’s Auto Theft Unit to combat catalytic converter theft and continue participation with the Motor Vehicle Crime Prevention Authority which fosters a statewide collaborative network amongst auto theft units.

Alternative Options:

Not applying for this grant would forfeit the funding opportunity for the Auto Theft Unit.
