Background and Discussion:

On 06/04/2024, Commissioners Court received the Korn Ferry market salary analysis on the department heads that report to OCA. HR and OCA will bring back a salary recommendation related to all non-elected department heads upon receipt of the final market salary analysis for all non-elected department heads.

Expected Impact:

This adoption is essential to position the role effectively within the current talent market, attracting highly qualified candidates with the experience and leadership capabilities needed for this critical position. The expected impact is a stronger candidate pool, reducing time-to-fill and increasing the likelihood of securing a top-tier professional who can drive key public health initiatives and outcomes.

There will be no fiscal impact until Commissioners Court makes an offer to a candidate. This will give Commissioners Court time to consider the Korn Ferry market salary analysis for all non-elected department heads and make a funding decision. The FY 2025 Adopted Budget includes a $50 million set-aside for the first-year funding of the countywide pay equity study of which the Korn Ferry study is a component.

Alternative Options:

While Commissioners Court may decline to authorize the utilization of the data driven market analyses for the Executive Director of Public Health, it may result in a below market salary for the incumbent.
