Background and Discussion:
The project area is approximately 105 acres in Southwestern Harris County within Precinct 2 inside the City of Friendswood limits at Clear Creek Watershed. The project is bounded by A100-00-00 on the south and west sides, FM 1959 on the north and by the Gulf Freeway on the east side. HCFCD and Harris County have free ownership or easement of all 105 acres of the project site area. The cultural resource survey has found site 41HR194 as an “Eligible” site for listing in the National Register of Historic Places (NRHP). No ground disturbing activities should occur within the boundary of 41HR194 without prior consultation with the Texas Historical Commission.
This project is the partnership project between the City of Friendswood, Galveston County, Galveston Consolidated Drainage District and Harris County Flood Control District. The overall objective of this project is to reduce the overall peak flows and decrease the water surface elevation along Clear Creek Channel (A100-00-00). Three alternatives were evaluated during the PER phase and alternative 2 is selected as a recommended alternative. Alternative 2 is a dry bottom basin with a total area of 70 acres that avoids the jurisdictional wetlands and eligible National Register of Historic Place Site. It provides total 710 acre-feet of storage volume.
Expected Impact:
The alternative 2 removed 87 flooded structures, removed 97 acres inundation area and 0.7 miles inundation roadways from the floodplain for a 100-year level of service.
Alternative Options:
The alternative option does not proceed to the final design phase of this project. Flood risk in the project area would remain the same.
Alignment with Goal(s):

_ Economic Opportunity
_ Housing
_ Public Health
_ Transportation
