Background and Discussion:
In December 2020, Commissioners Court approved agreements to develop a program for regional trail development, recreational initiatives, including bicycling, on and adjacent to segments of the toll road system. This included development of an approach, recommended procedures, and implementation strategies to leverage and build on the Toll Road Authority’s (HCTRA’s) current assets to expand the network to include healthy, active transportation events and facilities. Recommendations and strategies developed under four separate tasks seek on expanding opportunities for people to walk, run and bicycle by identifying opportunities to improve safety along and crossing the toll road system in support of the County’s Vision Zero Plan. This project includes beginning the implementation stages of the approaches and strategies developed, including design and construction of hike/bike trails and implementation of active transportation events throughout the County.
In May 2022, Commissioner Court Approved Final Investment Memo for the Active Transportation Project with an authorization of $53,025,000.00 to begin implementation of the Active Transportation Plan.
HCMUD 500 is pursuing the extension of Greenhouse Road across US 290 and Union Pacific Railroad with a grade separated crossing with multi-modal improvement connecting communities across the highway and railroad. HCMUD 500 has applied for and obtained a commitment for federal funding for a portion of the construction costs of the project through the Houston-Galveston Area Council Transportation Improvement Program. The MUD also procured funding agreements with Harris County Precinct 3 and Harris County Emergency Services District 9 towards the local match for this project.
