Background and Discussion:

The South Central Plant, located at 1303 Preston Street, provides cooling, heating, chilled water, and hot water to approximately 4 million square feet of building space in Harris County’s downtown footprint and steam to the detention facilities. A major renovation is required to continue service and prevent a plant failure as the systems and equipment are at the end of their serviceable/useful life.

As part of the renovation a water meter must be installed. The City of Houston is requesting a water meter easement as part of the installation.

Expected Impact:

These proposed additional improvements will enhance efficiency and meet the end users' current needs.

Alternative Options:

Based on the critical nature of the South Central Plant there are no alternatives as the proposed renovations and upgrades are required due to the existing system being at the end of its serviceable useful life.
