Background and Discussion:
On October 18, 2022, the Harris County Commissioners Court awarded ECHO AFC Transportation and WHC HTX z Trip contract, job #22/0278 for the purchase of full turnkey transportation services for fixed route, commuter, ADA paratransit, on demand and emergency management transportation services. This contract had an initial term of October 16, 2022-October 15, 2025, with three (3) one-year renewal options. The Harris County Housing and Community Development Department desires to renew under the terms of the contract.
Request for the County Judge to execute the contract renewal between Harris County and GBJ Inc dba ECHO AFC Transportation and WHC HTX, LLC dba zTrip for the purchase of fixed route, paratransit, on-demand and related transportations services for the Housing and Community Development Department for the period October 16, 2025- October 15, 2026.
Expected Impact:
This contract renewal will allow for the continuation of commuter transit services, fixed-route transit services,
ADA Paratransit services, emergency management transportation, On-Demand Micro Transit Service in various areas of east Harris County.
Alternative Options:
Failure to approve this contract renewal would lead to the suspension of the above-mentioned transit programs.
