Background and Discussion:
The Fellows Road at Beltway 8 improvements project provides ADA and pedestrian-accessibility near HCTRA’s Sam Houston Toll Road. The HCTRA Active Transportation Study (September 2022) identified 44 of 134 intersections with 99 crashes from 2016-2021, 31% causing serious injuries. High-risk areas near the Sam Houston Toll Road, like the Tom Bass Cullen corridor, align with Houston’s High Injury Network, necessitating safety upgrades.
The project is justified by the study’s hotspot and systemic analyses, targeting crash-prone intersections with countermeasures like continental crosswalks and pedestrian signals. As part of HCTRA’s Barrier Free Program, it addresses risks like jaywalking and poor visibility, coordinating with Houston, TxDOT, and Harris County.
To provide local connectivity across Harris County, this project aims to create accessibility and enhance safety at intersections. This project will help people travel across the toll road system safely.
Expected Impact:
This project aligns with Harris County’s goals of providing a reliable, safe, sustainable, and evolving mobility system that meets the diverse connectivity needs of all Harris County residents. Funding from this project comes from Toll Road Authority.
