Request for approval of an award on the basis of successful negotiations with the highest overall evaluation and that the County Judge execute an agreement with Resalire Infrastructure Solutions LLC in the amount of $499,810 for professional engineering/architectural services to provide a feasibility study and site plan of Winfield Basin in the Greens Bayou Watershed for the Flood Control District for the period of October 30, 2025 - October 29, 2026 (240416), MWBE Contracted Goal: 18.86%.
end
Background and Discussion:
This Agreement will provide engineering feasibility analyses for the Spring Branch watershed and includes studies to develop costs and benefits for flood mitigation improvement projects throughout the watershed. The primary objective of the Spring Branch Subwatershed Feasibility Study is to conduct an individual feasibility analysis of this Buffalo Bayou subwatershed, evaluate areas of historical flooding using flooding records, other known concerns, and the latest HCFD planning data.
Expected Impact:
Deficiencies of local drainage infrastructure relative to current local drainage standards will be identified and regional drainage infrastructure improvement areas will be determined. Through detailed modeling analysis, a final flood risk reduction feasibility plan will be drafted prioritizing a list of drainage improvements based on metrics that quantify area, roadway, and structural flood reduction potential. This project is funded under a CDBG-MIT grant and the recommended projects developed here will be used to inform and pursue additional future grants or bond funding.
Alternative Options:
The alternative to approving this item would be to cancel the project, which would result in loss of grant funding.
County Strategic Plan Goal: 2. Connect our community with safe, reliable, equitably distributed, and well-maintained infrastructure.
