Background and Discussion:
Harris County intends to provide improvements to Blackhawk Boulevard from Scarsdale Boulevard to South Sam Houston Parkway East, within Precinct 2 including sidewalks, replacing damaged roadway pavement, new curb ramps, etc.
Summary of PCO-3: The original contract included Bid Item 013, “Manipulation of Cement for Stabilized Subgrade (8" Depth),” for 7,199 SY at $15.00/SY. However, this item did not account for the cement tonnage required for proper subgrade stabilization. During construction, it was found that HC Specification Item 276, “Cement Treatment (8" Depth),” was missing as a pay item. To address this, the Engineer of Record recommended replacing Bid Item 013 with a new pay item for Cement Treatment (8" Depth). This proposal includes:
• Add New Line Item: Cement Treatment (8" Depth), 7,199 SY @ $26.83/SY = $193,149.17
• Deduct: Remove (Bid Item 013), 7,199 SY @ $15.00/SY = -$107,985.00
• Net Change Order Amount: +$85,164.17
The contractor’s 30-day time extension request was denied due to the absence of a valid time impact analysis and no demonstrated effect on the project’s critical path. Crews continued working on other essential tasks without any downtime.
This Change Order is adding $85,164.17 to the project cost and with no additional days to a project contract time, representing roughly 3.21% of the total project budget.
Expected Impact:
The changes add additional cost to the contract, ensuring the project aligns with its originally intended objectives. This change order adds $85,164.17 to the project contract amount and with no additional days added.
Alternative Options:
No alternative options: If no action is taken, the roadway and other infrastructure constructions will not be completed.
