Background and Discussion:
The total grant awards will be $181,105 in General Funds to meet the County’s match requirements.
The HB 407 requires that an applicant receive a qualifying grant from the county in which that agency serves home-delivered meals to be considered for the State funded Texans Feeding Texans grant. Additionally, counties are required to provide an amount equal to $.25 per each person 60-years-old or older so that agencies may receive the full share of the $8.4 million available from TDA. This amount is equal to $181,104.75 or more based on the 2020 U.S. Census population numbers of 724,419 individuals that are 60 years old or older living in Harris County. Last year, the Commissioners Court approved funding to meet the $181,105 leverage requirement. The County grant in turn leveraged over $2.2 million in State funds to agencies providing meals for homebound individuals in Harris County. This year, the County would like to make a commitment of $181,105 in General Funds, which will allow for approximately 1.1 million extra meals to be delivered in Harris County.
The Texans Feeding Texans program requires that agencies receive funding between February 1, 2027, and January 31, 2028; therefore, Harris County will allocate the funding with the FY 2028 budget beginning October 1, 2027. Harris County grants will be distributed among qualifying agencies in an amount based on the percentage of meals each agency delivers out of the total number of meals reported by all qualifying agencies as delivered to Harris County residents between February 1, 2027, and January 31, 2028. Harris County Housing and Community Development will monitor all grantees to ensure they are in compliance with the grant requirements.
Expected Impact:
