Background and Discussion:

 

Request to reject the bid(s) received for the On-Call Stormwater Quality Maintenance Contract and that the contract be readvertised at a later date.

 

The On-Call Stormwater Quality Maintenance Contract was advertised on October 17, 2023. On December 11, 2023, two bids were received. However, on December 21, 2023, the lowest bidder, Construction EcoServices, was disqualified by EEO. Their bid of $442,251.32 was deemed ineligible due to non-responsive answers regarding MWBE utilization plans.

 

Moving forward, on January 18, 2024, the decision was made to reject the second lowest bidder, Environmental Allies, who submitted a bid of $640,358.00. The rejection was based on the determination that the bidder's rates were considered unreasonable and unacceptable, and they failed to meet past MWBE goals.

 

Expected Impact:

 

The anticipated impact of rejecting the received bids is that it will provide an opportunity to re-advertise for bids with more reasonable and acceptable rates.
