Background and Discussion:

On January 31, 2023, the court approved the acceptance of a $25,091,359 Infrastructure, Workforce, and Data Systems grant from the Centers for Disease Control and Prevention (CDC) on behalf of Harris County Public Health (HCPH) to, in part, invest in community-based organizations (CBOs) within the county that address the social determinants of health within their work with communities that have been underrepresented or poorly served. The Capacity Strengthening Program (CSP) supports a cohort of 10 CBOs over 16 months during which the CBO is eligible to receive $100,000. Throughout the cohort, CBOs will each build and implement a customized capacity-building plan through the help of customized technical assistance and participation in monthly learning opportunities designed to increase their organizational capacity to serve their target population.

Expected Impact:

The CSP advances HCPH's strategic direction of health equity by supporting Objective 1.2.1: Strengthen strategic partnerships and alliances with culturally specific grassroots and Community-Based Organizations to inform, promote, and support health equity initiatives in alignment with the Community Health Assessment and Community Health Improvement Plan. Through the CSP, HCPH aims for the Center for Civic and Public Policy Improvement to conduct a review of its organizational policies and practices to help implement services and increase impact, plan for operational and funding sustainability, improve its working relationship with Harris County departments and enhance its ability to compete for government and nongovernmental contracts.
