Request for approval to pay Union Pacific Railroad Company (UPRR) in the amount of $1,510.00 for UPRR crossing permits to allow Harris County to perform construction work on UPRR ROW, in connection with Humble Road Place and Parkland Estates Subdivisions Drainage Improvements - 2018, UPIN 21090MF22H01, Precinct 1.

Background and Discussion:

This project is located in the North-East Houston area, in the proximity of the US-59 and Beltway 8

Interchange. Humble Road Place subdivision is located within the Precinct 1 boundaries, whereas Parkland

Estates lays within the Precinct 2 limits and both subdivisions are part of the Greens Bayou Watershed. The

northern part drains into HCFCD Unit No. P133-00-00 and the southern part into HCFCD Unit No. P100-00-00.

Over 250 residential structures have flooded during previous storm events, to include Hurricane Harvey. The

scope and proposed improvements include roadside ditch regrading, driveway culvert upgrades, underground storm sewer network, and detention ponds. An expected 100 ft of drainage culvert will be jack and bored 5.4ft deep and across UPRR ROW in two locations to ensure the storm sewer is not in conflict with the proposed UPRR facilities.

Expected Impact:

This project seeks to reduce flooding and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the Humble Road Place and Parkland Estates subdivisions.

Alternative Options:

The County could elect to fund the requested task or choose to reject it. However, if not approved, UPRR will not issue a crossing agreement, and the project will not be constructed as designed.
