end
Background and Discussion:
Commercial Paper Series D-2 can be used for (1) construction of public works, (2) the purchase of automobiles, equipment and machinery, including computers, materials and supplies for the operation of the County’s precincts and departments (3) Professional services, including services provided by engineers, architects, attorneys, auditors, financial advisors, and fiscal agents, in connection with the contractual obligations described in (1) and (2).
Commercial Paper is being requested for the Emergency Generator Installations project and is expected to be repaid within the next three fiscal years either through bonds, budgetary means or pay-as-you-go sources. This is for approval for allocation of commercial paper for a previously approved project within the previously authorized amount.
HB 1869 compliance confirmed by: Paige Abernathy, Assistant County Attorney, July 23, 2024.
Expected Impact:
By adding backup generators to the facilities, Harris County will ensure continued service to the residents of Harris County during power outages and provide much needed warming centers and disaster shelters during major events.
Alternative Options:
There are no known, practical alternatives for a backup power system that will provide uninterrupted power to facilities. The only alternative is to forego investing in these systems and simply allow the facilities to be without power when the grid goes down. Any delay in the project risks a lengthy power outage and temporary loss of ability to use the facilities the next time there is a power outage. Stakeholders are all Harris County residents and others who are served by these facilities, the employees, and other people in the general area who may not have an alternative power source during a prolonged power outage.
