title

Request by the Department of Economic Equity and Opportunity for approval of a Data Use Agreement with School Readiness Consulting, LLC to provide data for evaluation of the Early Learning Quality Network program.

Background and Discussion:

The goal of the Harris County Early Learning Quality Network (ELQN) is to improve early learning and care by working alongside providers, families, and other community stakeholders to focus on quality improvement initiatives that build upon the unique strengths and opportunities of each focal community. Commissioners Court approved the ELQN program on October 10, 2023, through the award of several contracts to carry out ELQN.

On January 30, 2024, Harris County Commissioners Court approved a contract with School Readiness Consulting, LLC (SRC) to conduct a comprehensive evaluation of ELQN. This agreement was amended on April 23, 2024 to add an exhibit for a statement of work, and again on June 4, 2024 to amend the budget.

This request for Court action is to approve the Data Sharing Agreement necessary to carry out the evaluation.

The Data Sharing Agreement details the specific types of data that will be shared and analyzed between Harris County and the vendor to evaluate ELQN. The agreement also includes considerations related to data governance, storage, and privacy.

Expected Impact:

The Data Sharing Agreement enables the evaluation of ELQN and ensures that measures are taken to limit risk related to data sharing involved with the evaluation.

Alternative Options:

Commissioners Court may choose to forgo a data sharing agreement, which would significantly inhibit the

County’s ability to evaluate the impact of ELQN.
