Background and Discussion:

The Parkway (Mobile Homes) Subdivision is located in Precinct 1, northeast Harris County, north of the intersection of Park Trail Drive and Tidwell Road. The subdivision is a residential mobile home neighborhood consisting of approximately 510 lots. The existing drainage system consists of a concrete curb and gutter which drains to a main trunkline drainage culvert that runs south and ultimately outfalls into HCFCD maintained ditch P122-00-00. The existing drainage pipe system is undersized and causes surface water to back up at the intake areas. This causes localized flooding at the intersections of the roads. Floodplains and Historical Flooding data show 307 homes reported structural flooding due to Hurricane Harvey. The proposed solution includes increasing storm sewer capacity in the existing systems, pavement replacement and constructing a wet bottom detention basin.

The change in contract includes the following:

After further review of the previously approved Change Order for the additional $535,780.41 and 0 days-scope includes the relocation of multiple MUD water and sanitary sewer lines found in conflict with the proposed storm drainage improvements-the EOR determined that these required relocations created a significant impact to the construction sequence. Based on this evaluation, the EOR has approved an extension of 43 calendar days to complete the work. Adding 43 calendar days to the project for completion of the proposed scope of work.

The above addition results in a net change in the amount of $0.00 and 43 calendar days.

The County issued the Project’s Notice to Proceed on June 17, 2025. Per Addendum 2 of the Contract, the work was to be completed within 540 days of the Notice to Proceed, or by December 08, 2026. With this and all other prior approved change orders, the work is to be completed within 583 days of the Notice to Proceed, or by January 20, 2027.

Expected Impact:

This project seeks to reduce flooding and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the Parkway (Mobile Homes) subdivision.

Alternative Options:

The County could elect to fund the requested task or choose to reject it. However, if not approved, the contractor will not be able to complete the scope of work.
