title

Request for approval of an amendment to an agreement with Atkins Realis USA Inc., in the amount of $1,999,993, to provide additional staff augmentation services for the 2018 bond program scheduling and systems integration for project controls (Agreement No. 2019-144, Countywide).

Background and Discussion:

The Flood Control District implemented a standardized, Critical Path Method (CPM)-based scheduling and project controls framework to support consistent planning, monitoring, and reporting for the 2018 Bond Program and associated CDBG projects. Under the existing agreement, staff augmentation provides dedicated project controls personnel who develop, maintain, and update logic-driven project schedules in Primavera P6 in accordance with established standards, as well as support integrated project controls reporting.

Approval ensures continuity of the Flood Control District’s standardized scheduling and reporting framework, supports effective oversight of approximately 300 active project schedules, and mitigates risk to program delivery by avoiding disruption to established project controls, cost management, and reporting processes.

Expected Impact:

Continued performance of the scheduling services will be accomplished by key personnel.  This agreement will allow for continuity of service and expertise for the 2018 Bond Program and CDBG Program project delivery optimization.

Alternative Options:

No viable alternatives exist, as the performance of these services are reliant upon the assigned personnel from Atkins.
