Background and Discussion: On August 11, 2020, Harris County Commissioners Court approved bylaws that reconstituted the Harris County Flood Control District Task Force as the Harris County Community Flood Resilience Task Force (CFRTF). The CFRTF Bylaws specify that an independent facilitator will be hired to support the work of the CFRTF in advising the County on Flood Resilience Efforts. The County’s Flood Resilience Plan was kicked off in December 2024.

Expected Impact:

The purpose of this Request for Court action is to approve the renewal option with Outreach Strategists, LLC in the additional amount of $374,805 to continue to facilitate and build capacity for the CFRTF.  This is especially critical as the Harris County Flood Resilience Plan is currently underway and the CFRTF continues in their key role as the community advisors to this effort.

In this role, the CFRTF will continue to collaborate with  the Infrastructure Resilience Team (IRT), relevant County Department staff, community groups and members, and the Commissioners Court to support Harris County’s flood resilience planning efforts and activities.

Alternative Options: The CFRTF Bylaws stipulate that the Community Flood Resilience Facilitator shall be a full-time employee or an independent contractor with community engagement experience and a commitment to equity. At this time, a full-time staff position is not available.
