Background and Discussion:

This project is located in northwest Harris County in the Cypress Creek watershed. Tall Pines Addition consists of an open roadside drainage ditch system that drains through 4 outfalls into an existing HCFCD Channel K154-00-00 and eventually drains to Cypress Creek. The original scope consisted of replacing and upsizing the driveway culverts where required, removing and replacing existing asphalt pavement, and regrading the roadside ditches to improve the drainage for localized flooding events in the neighborhood. Construction of these improvements to be performed by Gulf Coast Houston, ensures that that the project is built in accordance with Harris County and Harris County Flood Control regulations.

The Change in contract request includes the following:

•                     PCO-10 Final Adjustments: The addition of $49,688.33 for reconciliation of actual quantities used in construction with estimated quantities used for completing the proposed scope of work. Added 3 days due to impact from Utility Conflicts throughout the project.

•                     PCO - 9 Impact of Utility Conflicts on End of Project- Added 84 days due to impact from Utility Conflicts throughout the project. Centerpointe gas main lines had to be relocated on 6 streets (64 days delay), Aggregate Water Services had to relocate 300 LF of 4-inch asbestos pipe on Pine Dr (7 days delay), added Driveway/Storm Pipe at Sta. 8+60 Pine Dr South Side (4 days) and added additional 550LF of ditch excavation on Meadowview Dr. to improve flow of existing ditches. (9 days)

•                     PCO - 8 New Street Signs - Added New Item “New Street Signs” - additional cost in the amount of $16,002.04 and added 14 days. Upon request of the Precinct the Contractor furnished and installed 51 new street signs throughout the project.

Expected Impact:

This project seeks to reduce flood risk and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the Tall Pines Addition subdivision.

Alternative Options:

The County could elect to fund the requested task or choose to reject it. However, if not approved, the project will not be able to provide drainage benefits to the neighborhood.
