Background and Discussion:
Harris County Public Health (HCPH) Veterinary Public Health (VPH) Division seeks approval to award a contract to licensed veterinarians to support the mobile health expansion initiative. This initiative enhances access to animal wellness services in Harris County communities that need them by addressing barriers to care, high stray-animal populations, and animal-related incidents. Mobile health animal wellness services include wellness checks, vaccinations, spay/neuter procedures, microchipping, and licensing.
Expected Impact:
• Increase access to affordable/free veterinary services, such as spaying/neutering, vaccinations, microchipping, and licensing.
• Reduce the strain on local shelters by better controlling/preventing stray animal populations.
• Improve animal health and contribute to a healthier and safer Harris County.
• Strengthen HCPH’s ability to address animal wellness disparities and enhance collaboration with local organizations to expand services.
Alternative Options:
Alternative service options are: 1) maintain current operations or 2) provide fixed-location services. For counterpoint 1, maintaining current operational levels would not resolve the stray animal and other animal-related concerns in Harris County. There is no current capacity within HCPH to manage/resolve the problem. For counterpoint 2, fixed service locations would not address access barriers many community members face, such as populations geographically far from veterinary care.
