title

Request by the Flood Control District for approval to accept an amendment to an agreement with the United States Environmental Protection Agency (EPA) State and Tribal Assistance Grant (STAG) to extend the grant end date to December 31, 2027 for the Kingwood Diversion Ditch Channel Improvement Project (San Jacinto River Watershed, Bond ID F-14, Project ID G103-38-00-E001, Precinct 3).

Background and Discussion:

This grant amendment will extend the period of performance by one year to 12/31/2027 and continue to provide financial assistance to the Flood Control District for the Kingwood Diversion Ditch Channel Improvement Project. The amendment extends the period of performance by 20 months with no change in funding.

Expected Impact:

This grant will continue to fund the project through design. The proposed G103-38-00-E001 Kingwood Diversion Ditch Channel Improvement Project is expected to reduce the 100-year floodplain by 223 acres, removing up to 69 structures from the floodplain and lowering the water surface elevation for the structures in the floodplain. The Flood Control District will utilize its resources and applicable consultants during the project, as well as the management of the grant approval process in compliance with Harris County statutes, applicable laws of the state of Texas, and Policy regarding Federal Grant Awards.

Alternative Options:

The alternatives are: 1) not to accept the grant amendment, wherein awarded unused grant funding would be returned to EPA at the end of the existing period of performance on April 1, 2026, and projects lose funding, and 2) the projects’ design will need to be funded entirely with local funding.
