Background and Discussion:

On June 26, 2025, Harris County Commissioners Court approved the PY25 Annual Plan for Entitlement funds, which included a global project that is supported by the above referenced Infrastructure Investments project activities.

•                     The scope of the Project is to install approximately 7,750 linear feet of water line to replace the existing 1-inch, 2-inch, and 6-inch steel, cast iron, and asbestos concrete water line in the Oak Glen Subdivision.

•                     2,595 persons will benefit with water line replacement of which 70.23 % are low to moderate income.

Expected Impact:

To provide funding for Infrastructure Investments project activities that meet the needs of low-and moderate-income residents in Harris County. The anticipated fiscal impact to the County of the agreements is $795,000 in CDBG-EN funds.

Alternative Options:

If the agreements are not approved, then the low-and moderate-income households in the Harris County Service areas will not benefit from the respective infrastructure investment project activities.
