Background and Discussion:

This project is located in the Greens Bayou watershed near Highway 90 and Beltway 8. The Beaumont Place

subdivision consists of mainly roadside ditches and has been subjected to several flooding events with the

most recent being Hurricane Harvey (August 2017) and the Tax Day Flood (April 2016). Drainage analysis of the

subdivision began in late 2019 as a part of the 2018 Bond program for subdivision drainage improvements.

The scope and proposed improvements include roadside ditch regrading, driveway culvert upgrades,

expansion of channel along Big Gulch, concrete lined Sulphur Gully channel with reinforced concrete box (RCB)

crossing improvements. Improvements also include multiple detention ponds along Big Gulch with an extreme

event overflow swale towards the upstream portion of the channel.

The Change in contract request includes additional days for the following:

•                     PCO - 6 Remove Additional Trees in the Subdivision - Added 35 days for an extension of contract time for the removal of additional trees within the Beaumont Place subdivision. Additional trees needed to be removed along the HC ROW to grade the roadside ditches within the subdivision.

•                     PCO - 7 CenterPoint Gas Line Conflict - Added 40 days for an extension of contract time due to the CenterPoint gas line conflict with the proposed installation of reinforced concrete box culverts along FlagStaff Ln. The CenterPoint gas line conflict was identified on 12/1/22. CenterPoint’s design and relocation were completed by 7/28/23.

Expected Impact:

This project seeks to reduce flooding and strengthen resiliency in Harris County by assisting in the alleviation

of structural flood damage to homes in the community. This change in contract is a step in the process to

reduce the financial, physical, and emotional burden flood damage places on homeowners and will reduce the

financial impact of recovery costs to the Beaumont Place Subdivision homeowners, Harris County, and FEMA. The fiscal impact for this project will come from the 1080 Funding for the Recovery and Resiliency Division subdivision projects with the long-term goal of reducing drainage costs in the future. No impact to project schedule or staffing anticipated.

Alternative Options:

The County could elect to fund the requested task or choose to reject it. However, if not approved, the contractor will not be able to complete the original scope of work.
