Background and Discussion:

As part of the Putting Assets to Work (PAW) initiative, Hayat Brown LLC, the consultant under contract with the Office of County Administration, reviewed the catalog of approximately 16,000 County-owned parcels to identify a preliminary inventory of real estate assets with the greatest potential to generate revenue for Harris County. Using Hayat Brown’s analysis as a starting point, the Office of County Administration is proposing to coordinate with the Office of Management and Budget, the Office of the County Engineer, and Commissioner Precincts to identify surplus parcels to sell or lease to generate one-time General Fund revenue for the FY27 Budget. The list of parcels will be presented to Commissioners Court for approval.

As of July 23, 2026, the Current Level of Service & Spending (CLS/S) forecast for FY27 shows a total projected deficit of $178M. The Office of Management and Budget has included $25M in revenue from the sale of real estate assets in the proposed FY27 budget.

Expected Impact:

This effort is intended to identify high-value, underutilized County assets to sell or lease to generate one-time General Fund revenue for the FY27 Budget.

Alternative Options:

Refrain from developing a list of County-owned assets for potential revenue generation.
