Background and Discussion:
Pursuant to Sec. 26.04, of the Texas Tax Code, this is the submission of the 2025 Certified Estimate of Taxable Value for use in proposing property tax rates. This determination is based on a review of 26.01 (a-1) certified estimated taxable value received from the Harris Central Appraisal District (HCAD) on July 25, 2025, for Harris County, the Harris County Flood Control District, Harris County Port of Houston Authority and Harris County Hospital District dba Harris Health.

These values presented include the estimated taxable value of property as determined by the HCAD. These estimates account for potential hearing losses resulting from Appraisal Review Board protests, as well as property not under protest or not yet included on the certified tax roll. No reduction in taxable value has been made for the captured taxable value of tax increment reinvestment zones. The Harris County values also include $89,491,822 for railroad rolling stock, provided by the State Comptroller of Public Accounts, and exclude the reduction for the Freeport exemption not adopted by Harris County.
In addition, as required by Section 26.04, the Tax Assessor-Collector certifies that the estimated collection rate for the taxing units are as follows:
• Harris County 97.52%, Flood Control District 97.49%, Port of Houston Authority 97.76%, Hospital District 97.58%.
For the Harris County Flood Control District, Harris County Port of Houston Authority and Harris County Hospital District dba Harris Health, no debt taxes were collected in excess of the anticipated amounts in the preceding year due to changes in the collection rate. However, the amount of debt taxes collected in excess of the anticipated amount for Harris County in the preceding year equals $1,063,829.33.
