Background and Discussion:
This agreement will fund the Halls Aldine Westfield South Stormwater Detention Basin & Mainstem Channel Conveyance Improvements in the Halls Bayou Watershed. The 89th Texas Legislature allocated funds in Senate Bill 1 to the Harris County Flood Control District. Senate Bill 1 was signed by the Governor on June 22, 2025, and will be effective on September 1, 2025. This allocation from the Texas Legislature is being obtained through the Texas Water Development Board. The project in Senate Bill 1 is the Halls Aldine Westfield South Stormwater Detention Basin & Mainstem Channel Conveyance Improvements in the Halls Bayou Watershed.
Expected Impact:
This agreement would fund feasibility, preliminary engineering, and design. The feasibility, preliminary engineering report, and design will determine the ultimate benefits provided. The proposed P118-00-00 Halls Aldine Westfield South Stormwater Detention Basin & Mainstem Channel Conveyance (Project ID P518-17-00-E001) includes approximately 950 acre-feet of storage within a proposed 90-acre site between Mesquite Street and Halls Bayou. The channel improvements are approximately 5,500 linear feet along Halls Bayou. Due to the size of the basin area, a phased implementation plan will likely be proposed. It is estimated that following the ultimate project, the 100-year (preAtlas-14) inundation area would be removed from approximately 339 structures, approximately 6 miles of roadway, and approximately 221 acres.
Alternative Options:
The alternative to approving this item would be to not accept the grant funding, wherein existing flooding risks remain in place, or the project will need to be entirely funded with local funding.
