Background and Discussion:

The project is in west Harris County Westchase area, east of Sam Houston Tollway and north of Westpark Tollway, located at 3599 Westcenter Dr., Houston, TX 77042. The approximately 1.5-acre site consist of limited parking and a one-story structure spanning approximately 16,016 sq ft and built in 1979 serving as a Community Center for Precinct 4.

The scope of the project includes an exhaustive assessment of the current facility’s conditions and include programming with preliminary design through community engagement for accommodating the needs of the growing community.

Expected Impact:

This project seeks to thoroughly assess the existing building to ensure that the community’s needs are met prudently and responsibly. The Tracy Gee Community Center has been serving the community since its establishment in 1979. However, the facility now faces substantial structural issues, particularly with its foundation, necessitating a potential demolition and the construction of a new center. The existing layout of program spaces is fragmented, reducing functional efficiency.

Therefore, a comprehensive redevelopment project is crucial for revitalizing the community infrastructure to meet modern needs and enhance usability. The assessment will form the basis for a well-informed decision on whether to replace the existing structure, with due diligence to ensure the community’s needs are met prudently and responsibly. The project will also include a parking assessment to enhance parking infrastructure to address the current inadequacy, ensuring seamless access during peak usage periods.

The new design will consider flexibility, inclusivity, and sustainability, aiming for a multi-story structure with integrated parking. There will be emphasis on natural light and contemporary architectural elements to foster a welcoming and vibrant environment with the exploration of LEED certification to enhance environmental sustainability and operational efficiency.

Through Community engagement, Harris County Precinct 4 is committed to ensuring that community voices are integral to the project’s development process.

Alternative Options:

An alternative option is for Precinct 4 to continue expending funds to maintain the deteriorating building that currently has substructure issues, inefficient mechanical systems, inadequate parking, and limited space for the growing community needs. This alternative would result in continuous repairs and maintenance that will likely increase costs over time with inflation as well as the wear and tear of outdated mechanical and electrical systems.
