Request by Harris County Resources for Children & Adults that the County Judge execute a subrecipient agreement with the Texas Department of Family and Protective Services in the amount of $902,154.41, with no required match, for the FY26 Title IV-E Child Welfare Services Contract Program.

Background and Discussion:
The grant funds will be used to reimburse Harris County for the cost of providing the Title IV-E eligible goods
and services, such as clothing vouchers, foster care maintenance, and administrative expenditures. The contract is entered under DFPS’ statutory authority in Texas Human Resources Code Section 40.056 and Texas Government Code Chapter 791. This contract starts on October 1, 2025, and ends on September 30,2032, and can be renewed, extended, or terminated as provided for in this contract.
Expected Impact:
This is Cost Reimbursement with no match requirement. The statement of work includes assisting DFPS in providing fair, adequate and expeditious judicial determinations and services regarding children eligible for services under Title IV-E of the Social Security Act (Title IV-E).
