Background and Discussion:

The Community Mental Health Grant is funded by the Texas Health and Human Services Commission for the Joint Processing Center program and the Outpatient-Based Competency Restoration program. The grant is administered by the Office of County Administration and passed through to The Harris Center. 

 

The required local match has historically been provided by the Harris County Sheriff’s Office.  The source of the match is the salaries and benefits paid to certain JPC intake staff.  The Auditor’s Office will move these costs into the grant to be counted as match.  There will be no new costs to the Sheriff’s Office in connection with these match contributions.

 

Expected Impact:

The Joint Processing Center and Outpatient-Based Restoration programs run by The Harris Center will be enabled to continue at the existing level of service for three years, from September 1, 2026, through August 31, 2029.

 

Alternative Options:

Decline to provide the match and discontinue these programs.
