Request for approval to nominate Corbitt Kerr as an alternate to Tina Petersen for the Texas Water Development Board Region 6 San Jacinto Regional Flood Planning Group.
end
Background and Discussion:
The San Jacinto Regional Flood Planning Group (RFPG) is one of 15 regional flood planning groups established across Texas in 2019 by the Texas Legislature through Senate Bill 8 and overseen by the Texas Water Development Board (TWDB). The San Jacinto RFPG completed its first Regional Flood Plan as part of the State of Texas’ inaugural flood planning cycle and is now advancing work associated with the second cycle of regional flood planning, including plan updates, continued stakeholder coordination, and refinement of flood mitigation strategies within the San Jacinto River Basin.
Dr. Tina Petersen, Executive Director of the Harris County Flood Control District, currently serves as a voting member representing Flood Control Districts on the San Jacinto Regional Flood Planning Group. As the RFPG transitions into the second planning cycle, it is recommended that Patrick “Corbitt” Kerr, PhD, PE, BC.WRE, serve as the alternate member representing Flood Control Districts. Dr. Kerr currently serves in a senior leadership role at the Harris County Flood Control District and brings extensive technical and project delivery experience relevant to the regional flood planning process.
Appointment of an alternate ensures continued representation and continuity for the Flood Control District as the RFPG undertakes updates to the regional flood plan and coordinates with local, regional, and state partners.
Expected Impact:
As an alternate member, Dr. Kerr will be able to participate in San Jacinto RFPG meetings and contribute technical and operational input during the second cycle of regional flood planning. The San Jacinto RFPG service area includes Harris County, and participation in this role supports the Flood Control District’s ability to share data, coordinate priorities, and engage in discussions related to flood mitigation strategies, project evaluation criteria, and long-term planning efforts affecting the San Jacinto River Basin.
Serving in this capacity helps ensure Harris County Flood Control District perspectives remain engaged and aligned with regional flood planning decisions that may influence future project development and funding considerations.
Alternative Options:
The alternative would be not to designate an alternate member for Flood Control District representation on the San Jacinto Regional Flood Planning Group. This would limit the Harris County Flood Control District’s ability to consistently participate in RFPG discussions and contribute to ongoing regional coordination efforts during the second cycle of flood planning.
