Background and Discussion:

On November 12, 2024, Commissioners Court approved the Master Agreements between Harris County Housing and Community Development (HCD) and the Subrecipients listed above, allocating approximately $2,580,558.00 for six (6) CFI projects, among $20,000,000 in total program funding. The CFI Program utilizes ARPA funding to:   1) reduce the number of residents experiencing homelessness, housing insecurity, or food insecurity; 2) expand access to healthcare and behavioral health supports; and/or; 3) reduce violent crime, domestic violence, or sexual abuse.

The recommended amendments proposed through this item will reallocate certain ARPA SLFRF among other existing, approved CFI or ARPA funded projects and extend the time of performance for certain projects to ensure timely expenditure of funds by the Federal Treasury deadline of December 31, 2026.  These proposed amendments between Harris County and the multiple subrecipients are as follows:

1.                     CFI-009 - Avenue Community Development Corporation, current project allocation is $422,436.

Amendment will extend the project term through September 30, 2026, the project budget will remain $422,436.

2.                     CFI-010 - Bread of Life, Inc., current project allocation is $500,000.

Amendment will add $200,000 to the project budget for a total of $700,000 and extend the performance period through September 30, 2026.

3.                     CFI-013 - Interfaith Ministries for Greater Houston, current project allocation is $200,000.

Amendment will add $150,000 to the project budget for a total of $350,000 and extend the term through September 30, 2026.

4.                     CFI-014 - Legacy CDC, current project allocation is $300,000.

Amendment will reduce funds by $150,000 for a total project budget of $150,000.  The reduction of funds will allow for the increase of another CFI project to further increase their capacity.

5.                     CFI-017 - HAUL, current project allocation is $500,000.

Amendment will reduce funds by $200,000 for a total project budget of $300,000.  The reduction of funds will allow for the increase of another CFI project to further increase their capacity.

6.                     CFI-018 - Houston Land Bank, current project allocation is $658,122.

Amendment will reduce funds by $150,000 for a total project budget of $508,122.00.  The reduction of funds will allow for the funding needed for another ARPA funded project to further increase their capacity.

Expected Impact:

No change in fiscal impact on the County as these amendments result in net zero change in the County’s overall ARPA portfolio allocation.

NOTE: $150,000 of these amendments will go to Harris County Public Health’s ARPA contract with the Houston Food Bank, which is not administered by HCD.
