Background and Discussion:

The May 7, 2024 Commissioners Court approved an agreement with Harris County Municipal Utility District No. 500 (HCMUD 500), to provide funding in the amount of $2,063,498.00 for a portion of the local match for improvements of Greenhouse Road across US 290 and Union Pacific Railroad with a grade separated crossing with multi-modal improvement connecting communities across the highway and railroad.

HCMUD 500 applied for and obtained a commitment for federal funding for a portion of the construction costs of the project through the Houston-Galveston Area Council Transportation Improvement Program. The MUD has also procured funding agreements with Harris County Precinct 3 and Harris County Emergency Services District 9 towards the local match for this project.

Since the execution of the agreement with HCMUD 500, TxDOT has requested HCMUD 500 to provide all local funds for the project sixty days prior to TxDOT advertising the project for construction bids.  This request is to modify the existing agreement to allow HCTRA to remit payment of the HCTRA local match of $2,063,498.00.

Expected Impact:

Funding for this request will come from the Toll Road Authority.
