Background and Discussion:

On 11/14/2023, The Office of the County Engineer obtained approval to negotiate with Team Plus Build LLC dba F S Group Architects for professional architectural services required for programming and design services of the new Precinct 4 Katy Service Center.

In 2022 the service facility located at 16355 Clay Road and occupied by Precinct 4, Harris County staff was destroyed by a fire. The Road and Bridge team has been operating out of a temporary building structure that limits efficiency and functionality. This facility is critical to supporting the team in maintaining infrastructure and providing rapid emergency response throughout Precinct 4, as well as providing the necessary resources to effectively serve the community.

Expected Impact:

This project seeks to assess the exiting site conditions for the programming and design of a new building to replace the building that was destroyed by fire. Programming phase will include identifying, discussing, and prioritizing objectives and goals necessary to establish the criteria elements for the Design phase which will be sized to accommodate the increasing maintenance needs of the precinct, improve community outreach and improve the health and safety conditions for Harris County staff working there. The design for the new service center will offer a modern workspace, updated technology, and a dedicated electrical room capable of meeting the demands of the entire camp. The facility will significantly improve efficiency of operations and ability of Harris County staff to respond to emergencies and maintenance requests.

Alternative Options:

The alternative option for this project would be for Precinct 4 Road and Bridge team to continue operating out of a temporary building structure that limits efficiency and functionality. Precinct 4 may also upgrade, Retrofit, and expand existing Precinct facilities where possible. This will require significant study, and additional costs to repair, replace and retrofit parts of those facilities and critically affect on-going services during that time. The overall efficiency, ability to respond to emergencies, and capacity of those facilities in relation to the existing service areas will experience delays until a new maintenance and service center is constructed.
