title

Request by the Constable of Precinct 5 for approval of a retention incentive program for all full-time department employees.

Background and Discussion:

On 4/4/2023 Commissioners Court approved a retention incentive program for certain civilian employees and Detention Officers.  That program has shown to be successful in retaining valuable personnel and since then Commissioner Court has approved numerous incentive programs for other county departments.  Constable Pct. 5 would like the opportunity to use this proven best practice do the same.  Each of these pay incentives were passed with the goal of maintaining or attracting valuable personnel.  Constable Pct. 5 would like to implement a similar program with the same goals in mind.

This proposed one-time lump sum salary supplement is intended as an incentive for future work and to retain qualified staff.  This incentive is particularly important given the ongoing challenge of other law enforcement agencies in our area offering higher salaries.

After discussion with OMB, CAO, Auditors Office, and HRRM, these are the proposed terms of the program:

•                     All full-time employees, who are active with HCCO Pct. 5 on July 13, 2024, will receive a one-time retention incentive of $2,000.

•                     The incentive will be included in the pay period beginning July 13, 2024, and will be paid to the employee on August 2, 2024.

•                     There will be approximately 443 employees receiving the incentive at a projected cost of $886,000.  Funds will come from the existing HCCO Pct. 5 FY24 budget.  No additional funds are being requested.

•                     HCCO Pct. 5 will track attrition rates by tenure to monitor the impact of this proposal, and the incentive program will be reevaluated in July 2025 to assess impacts.

•                     If impacts are favorable and funding is available, this incentive will be given consideration again 12 months after court approval.

Expected Impact:

The incentive should improve retention of valuable Law Enforcement and support personnel in an effort to continue, or possibly expand upon, our current level of service to the community.

There will be no impact to the General Fund.  The funding will come from the existing Constable Pct. 5 FY24 budget.
