Background and Discussion:

Project management is a critical component of Harris County Universal Services ability to deliver complex infrastructure, technology, and operational initiatives. Radio manages multi-year capital programs that require integration across procurement, vendor management, technology deployment, operational readiness, and regulatory compliance. As Countywide Radio Systems modernization efforts continue to advance, the scope of work has expanded significantly in both size and complexity. The Senior Project Manager position dedicated to Radio programs is necessary to ensure continuity, risk mitigation, and the timely delivery of high-impact projects.

The Senior Project Manager is a strategic, high-impact role within Harris County Universal Services, responsible for leading, overseeing, and ensuring the successful delivery of projects. This position is accountable for delivering projects within scope, on schedule, within budget, and to required quality standards while adapting to evolving business needs and environmental changes. The Senior Project Manager plans and aligns projects with business goals, oversees budgets, timelines, and resources, identifies and mitigates risks, and maintains governance and reporting. The position also communicates progress, aligns stakeholder expectations, and drives decisions necessary to successfully deliver high-impact projects.

The Senior Project Manager for Radio will provide strategic oversight, cross-department coordination, and structured governance to ensure the successful execution of the department’s capital and operational projects. This position will establish controls for scope, cost, schedule, and vendor performance while supporting the successful delivery of Countywide Radio modernization initiatives.

Expected Impact:

Project Management leadership enhances visibility, accountability, and the prompt escalation of risks for executive action. The Senior Project Manager will coordinate with analysts, stakeholders, project teams, and vendors to monitor milestones, maintain documentation, track compliance, and ensure accurate project records. This structure improves program transparency, execution discipline, and informed decision-making for Radio initiatives.

The Senior Project Manager is critical to the successful delivery of public safety and operational infrastructure projects. Strategic efforts within Radio demand strict schedule, budget, and vendor management to ensure compliance, avoid service disruptions, and support countywide operations.

Adding a Senior Project Manager position is necessary to support operational continuity, mitigate risk, ensure the successful delivery of multi-million-dollar initiatives, and fulfill HCUS obligations to Commissioners Court and Harris County agencies.

Alternative Options:

Utilize the existing staff and assign projects according to Commissioners Court priorities. Without a dedicated Project Manager assigned to Radio, critical initiatives may stall or miss deadlines and compliance-sensitive projects may face delays, increasing financial, legal, and reputational risks.
