Background and Discussion:
Sawmill Ranch is located in north Harris County along Spring Stuebner Road, west of IH 45. The study area includes 104.85 acres of fully developed single family homes with curb and gutter streets that drain into storm sewer and detention pond systems. The pond system includes 2 wet detention ponds that act as amenity lakes and a third dry detention pond. The detention ponds drain to a roadside ditch along Spring Stuebner Road via a pump station and force main. The roadside ditch ultimately drains to Harris County Flood Control District (HCFCD) Unit J121-00-00, a tributary of Spring Creek, located east of the subdivision. The Sawmill Ranch subdivision is located in the Spring Creek watershed, is not in the located in the floodplain. However, it has experienced repeated street flooding and the goal of the improvements project is to reduce the depth and frequency of street flooding and reduce drain time.
Expected Impact:
This project seeks to reduce flood risk and strengthen resiliency in Harris County by reducing excessive street flooding drain time. This Study Report is a step in the process to reduce the financial, physical, and emotional burden flooding places on homeowners and will reduce the financial impact of recovery costs to the Sawmill Ranch subdivision homeowners, Harris County, and FEMA.
